Control over air conditioning

Many rooms / lecture theatres and offices around the Uni are governed by building-wide air conditioning. We understand that this is to avoid wasteful energy use that can occur if the temperature is set too low/high, however it would be great if each lecture theatre, classroom and office floor could at least have an on/off button. Sometimes a room is unnecessarily cold in summer or unnecessarily hot in winter and the energy and discomfort saved by having an on/off button would be massive.
